a) The FBI is directly, criminally, implicated and you would have to dissolve the agency if they told the truth.
b) It's better to keep the assassination over the head of the person that did it because it secured something seemingly impossible. Like: "Netanyahu is directly implicated in the assassination because they have an email from him, and not having him arrested means that Israel gets to stay at peace and Benji decides that Mar-a-Gaza is now a good idea." Not saying that's what happened specifically, but something like that.
