Those laws are already on the books in the US and could be enforced by any state or federal attorney general at any time over the last 40-50 years I think.

When I looked it up the problem was that it was a choice between a decent prison sentence and a fine that was next to nothing for an employer. They always give corporations the fine, and they just take it as a cost of business.
