They want to get rid of all the Whites, but still want to keep their contributions to the economy. So they won't allow them to leave even as they demand they go away. Plus that convenient scapegoat that gets them elected would be gone...
The Nazis put a huge "tax" on Jews trying to flee Germany. When international groups started raising the money to pay it, they just plain restricted Jews from exiting :/ Soon to be seen in SA.
