Are they even trying to make an excuse for it or will it be “it’s just a game”. I haven’t played civilization in a long time. Any good alternatives?
If you want a 4x game, and are OK with a fantasy setting instead of a historical one, I'd highly recommend Age of Wonders 4.

AoW4 is top notch but it’s not grand strategy. It’s more like what civ 7 semi tried to copy and failed miserably, which is almost aoe style maps with civ hubs to push faster gameplay versus that slow grind that civ is known for.
