Not really. It's one of those commercials with the player as the avatar. There is also a white Mongol in the commercial as well. And at the end of the trailer, an actress tells you to make your own history. The in-game units are still proper Mongols.
There is a reason they showed a still frame and not the whole trailer. Watch the trailer

It isn't a black mongol commercial. They are fighting for Pudding Town.
The player isn't the avatar at all. The black lady does it on behalf of the player.
