Not exclusively. But I'd be surprised if they weren't a factor.
With how they operate which - say what you want about them, is really fucking clever - they're practically guaranteed to be involved in anything that might affect them or their interests.
"Behind," as in the ringleader? No clue. But it seems like a damn near certainty that Israeli funded or linked groups are at the very least involved in amplifying this.
I wouldn't even say they are fucking clever, but just very immoral when it comes to other peoples.
It's hard for other groups to pull off a lot of these 'clever' attacks, like the exploding pagers, because the more people that need to be involved the more say 'yeah I'm not blowing up that guy while he's reading to children'.
I'm not talking militarily, I'm talking informationally; Israel's PR propaganda arm is top notch. Well, they lost a few steps after Oct 7, but then made up for that in sheer volume.
Also, I think you're giving too much credit to humanity; bombing children is something, sadly, almost all militaries are comfortable with. The US recently brought down an apartment building when the 'missile guy' went home to his girlfriend, or whatever. Then some of the most powerful people in the world laughed about it.
The Israelis are far from having a monopoly on being evil shitbags. Israel takes it farther, and is more brazen about defending the indefensible, it seems, though.
America says is there a good alternative to blowing up the entire building? No, well okay then, too bad. Israel says how can we terrorize the most people because if they're afraid of us they won't lob as many PVC-pipe rockets.
I don't see any evidence their PR is that good either. It's effective and they can infiltrate orgs because as a tribe they have absolutely no compunction against lying to your face, blackmailing, and stabbing you in the back.
But that's the same thing I was talking about - anything goes when it's outside the tribe. This has been their advantage and also problem for all history.
