And the ~9M for Stalin is hilariously low. Every time the Soviets did a census, they ended up with ~1/4 fewer people than they expected. That's millions dead or missing per year.
Isn't the Holodomor by itself basically a third of that number?
If not more. I know that in 1967, the Soviet government expected there to be ~315 million citizens, and could only find ~200 million.
