I really think we should push the normalization of the term "foreign invader" because that's exactly what they are and it sounds a lot harsher than the weasel word terms currently in use. Make it abundantly clear what they are because what they are is undesirable to anyone with half of a functioning brain.

Focusing on the worst of the worst, while trying to scare the lesser problems into taking care of themselves is very much a smart plan to maximize limited resources for this task.
