It's one of the many cultural writers from Japan. I read some of this one, and can't say I got into it. In Praise of Shadows is shorter and a much better introduction to this style of writing.
The authors don't always mean they want this. For example, the author of In Praise of Shadows didn't actually want a house like that, but wanted to make sure the culture was still respected to remember it.
