It isn't 100% of the time. In my younger and more naive years I had a guy approach me asking for food or money for food, I forget which. I took him to the Safeway I was already headed to to grab lunch myself and had him just fill up a container from the buffet line and paid for it alongside mine. I don't think he was over the moon appreciative but he seemed incredulous that he could just fill it up with as much as he wanted and that I was going to pay for it for him, like he was almost afraid that overfilling it would be rude.
A good 90% of the homeless should be thrown in asylums while the other 9% are driven out of the cities and into the wilderness to starve.
I'll allow a slight margin for people who are living out of their car temporarily because their life went to shit or whatever.
Hand them giftcards for food to see how fast they frown ( or attack you ) because you can't buy drugs with those.
