THAT sounds like fun! It could be a 4X city/empire builder set in a post apocalypse world. Of course your nation can't be "all White" but almost all the mutants, freaks and savages could be non-White 😄
You'd essentially have recovered Western Civilization's culture & morality while everyone else lived like cavemen or Muslims.
