Don't forget we were doing the same for Britain, giving them massive amounts of aid and war material, while we pretended to be "neutral". And as you pointed out, we were also attacking German boats en masse. This was happening before Pearl Harbor, and an official declaration of war.
Yep, the average American didn't want to get involved in another war, but that crippled commie FDR wasn't about to let that stop him.
