Never thought of that. We could make it clear that causing problems in other countries for clicks is grounds for extradition and charges filed here at home.
It would be an EASY diplomatic win as these kind of people are hated at home AS MUCH as the places they cause trouble in abroad so essentially extraditing them back, fining/pressing charges and even taking away their passport would probably win some positive relations with the population of those countries.
Now just to word it in a way that it couldn't be misused...
I don't blame them, but a turn off your cellphone and a no cameras allowed for visitors policy, coupled with hiring a professional photographer for visitor photos might work better.
then again, I don't know what the shrines annual budget is, so maybe that's not feasible. =/
The article explains well why a tourist ban is hard to implement because how do you tell who is a tourist and who is there to worship when some people who are there to worship do nothing but throw a coin in which is the same as what most tourists might do anyway.
So at the end of the day they didn't really ban anyone, they just implemented a "be respectful" rule which people who is not going to be respectful are ignoring anyways.
They should have just gone with the "no foreigners" ban instead and ignored anyone who critisized them for it

A ban on all foreigners is just as cowardly. The problems are overwhelmingly coming from non-white tourists. It's not the average Q-boomer family with cameras who are 'stealing, smoking and spitting', it's almost certainly the Chinese. There's no point growing the balls to discriminate but not enough to narrow it down. For our part, white people have to stop accepting that we should automatically fall into any discriminated-against basket as soon as anyone else starts restricting along racial lines.

Does the USA have a ''you must not behave like a retard and draw negative attention to the country that issued the passport'' clause?
If it does, they can already revoke the passports of tourists who behave like pests in Japan.

I did, when in Japan I actively stopped people photographing or recording at shrines that has signs up asking for people not to do so.
