It means that all of the agencies under control the executive branch are, in fact, under the control of the executive branch, and that as the President is the head of the executive branch, he gets to control what they do and who works for them.
In other words what the Constitution actually says.
The executive Power shall be vested in a President of the United States of America.
It says nothing about the various leftist run deep state agencies being an exception to this. I'm sympathetic to the idea that a politician shouldn't have that kind of power, but the left only has itself to blame for making the government as big as it is.
Why does it have to be either of those? There is a nice group in Europe called the World Economic Forum. Why shouldn’t they run the agencies? They’re European!
It's legal cover to make it damn clear to everyone in the chain of command that not following the executive's orders is grounds for dismissal. That was always the law, but whiny insubordinates keep filling lawsuits claiming "he can't fire me because the law says I don't have to do what he says!"
From Reddit you'd think it was a declaration that Congress and the courts were to be dissolved. Instead it's nothing more than "Attention agencies of the executive branch of the government, this is a reminder than I am your boss."
Most civil service have completely lost sight of the fact that each and every one of them derive their position and authority from the President, and he can yank both at will.

Yeah someone has to have the ultimate say over these agencies, and I'd much rather it be an elected President than some random bureaucrat.
