Last night's funding freeze memo was exactly what Trump meant when he said that he intended to rule as a dictator.

Buried in its nonsense legal "justification" was language that made it clear that no matter what the laws that Congress passed said, he intends to apply an ideological filter to ALL spending.

He's made it clear that he will refuse to comply with the law when it runs counter to his whims.

That is not how the Constitution lays out the obligations and powers that the branches of the Federal gov't have, and it's not how the laws that specifically apply in this circumstance work.

Aside from the chaos that the memo has caused across the Federal gov't, and will continue to cause as it's litigated, this single memo makes Trump's vision for the scope of his powers clear.

He does not intend to comply with the laws that Congress passes.

He does not respect judicial precedent.

He barely recognizes any limits whatsoever to his power.

He believes that he was elected to be a dictator.

Even if you agree with his goals for controlling spending, this is not the way to achieve those goals. Do the work, earn the votes in Congress, and enact laws that will pass Constitutional muster.

The United States of America is not a dictatorship.
