Sounds expensive. Just get a cargo plane to fly at low altitude near the Mexican coast and open its hatch to drop them there with a few life boats. A bit of rubber and a few paddles is far cheaper than all of the metal that would have to be used to construct proper drop pods.

How else are we going to test them, you want to use REAL soldiers? Better have 'disposable' testers to work out the kinks.
