Lots of cars under 4k run just fine, but "runs perfectly" sounds like an exaggeration. You're taking a gamble and maintenance costs will be high. If not then good for you man, you got a great deal. I don't think people are "trying" to live in any way, they just don't know how to find those deals. Nobody taught them any different. It's like with the H1B issue. All those Indians have to do is apply to some recruiting company that takes care of everything and tells them what to do and sets them up in America with a job. Why don't we have that?
