Wow, people see another place and think the grass is greener so they idealize living there? And then are stopped by the exorbitant costs and strict rules, so it goes nowhere anyway beyond talk?
Surely this is a real problem that should piss you off, and isn't indicative of you having a severe rage addiction problem.
the age of consent was 13 nationally but pretty much all individual prefectures had it at 16-18 which cancelled out the 13.
