Because female players like Annika Sorenstam were given sponsor's invites. Every PGA Tour event is sponsored by a company. The sponsor usually gets 6 invites that they can hand out to whoever they want. Usually it's a mix of young up and comers and well known older players who have fallen off a bit bit still have fan appeal.
I've never heard of a tournament being forced to accept a female player. None have even qualified to be eligible for a PGA Tour event lol so they have to rely on sponsor invites.
What do you think would happen if the pga denied a female sponsor player because there’s the LPGA for women? They are forced, not by policy but by rabid feminists that demand access to male spaces and would burn down the PGA if they acted the exact same as the LPGA.

The PGA Tour can't deny it because it's in the contract they signed.
