It was an experimental platform to create general "twitter-like protocol" but doing certain things different than twitter. Most likely the intel agencies backed it because @jack was there and he had contacts. Eventually he dropped out so now they are propping up his hapa protege who checks off half their liberal virtue signaling checkboxes (woman check, minority check) though I'm sure they wish she was black. If bsky is successful I wouldn't be surprised if Elon makes a deal with her and they link the networks together somehow pissing off the left.
