I'd argue they were more competent in the beginning when the pompous brass in the Allies had forced the creative and more unorthodox but effective ones out.

I'd agree with that. It's very common for American leadership to be poor towards the beginning of any war until the best rise to the top. For the Germans, the best got fucking killed by their own government, or were otherwise forced to fail.
That being said, it's also clear that the top brass in 1940 were not clear of how good their military had become, because they were advising Hitler that a war with France may not have been winnable. Hitler was right to doubt them about that. It was a bit lucky that he was right, but still.
