Same problem Japan has had for over a generation now. No incentive. Combination of laws and economics (zombie economy / weak currency) along with mild overpopulation and cultural decay (both female behavior and easy access to sexual release), there's no incentive for men to get hitched and reproduce. The Diet tried throwing money at people to have children, but it's just not working. Globalists are aiming to take advantage of that and slip in immigration.
