Ten percent is massive.
Another way of looking at it, 10% of the population is actually just completely unable to contribute to modern society and will suck up resources.
I wonder what would happen if you went even higher than 10%. Like, say... 13%?
Well, half the US is functionally illiterate.
But there is a weird pattern of something between 10 and 13 being 60% for some reason. Strange. Nobody can ever figure out why.

A lot less are functionally illiterate in Spanish.
