People who do livestreams, commentary, or react videos with an animated avatar instead of their real video.
The man with an anime girl avatar in the OP's video is a vtuber.

Like most things on youtube, I have no idea what anybody would want to watch that.
I don't think it's all that different from the balaclava that Administrative Results used to wear or Print Shoot Repeat still wears. Anonymity online is a good thing.
