Because we want to develop a local culture that respects the lives of the people around us and not one that plays sombrero music at full blast at 2am on a Thursday you dipshit beaner.
It's not much of a problem for them to be noisy at any hour of the day if you and most people around you don't have responsabilities like a job for which you have to show up on time after enough sleep to do your tasks.
They accidentally tell us so much about themselves and why areas they are from, and areas they populate, turn to shit.
The worst place I ever lived I had Mexican neighbors. They were actually Ok except for every like 3rd friday was fiesta day, even though we all lived in shitty apartments with barely any common space.
Oh and the illegals were like ghosts. There must've been like 4 of em to a room, however you'd never see em.
This place was straight put cash/check in a lockbox. And they really DNGAF other than that, unless they got wind someone was destroying the place. It wasn't corporate. The owner actually had to deal with it when that happened. It amounted to remodeling a few shitty apartments a year.
