I'm not familiar with Tokugawa quotes or policies, so now I'm curious- what was he right about?
Sakoku or the isolationist policy that lasted for 250 years. Ultimately they failed to survey and adapt new technologies from permitted trading partners, so America smashed their shit in, but the idea was profound and had lasting consequences on their culture contributing to why it's so interesting today.
Though looking it up now the policy seems to be more credited to Tokugawa Iemitsu (Ieyasu's grandson).
