iirc they fucked up the economy a while back with one of the heists. It used to be a horrible grindfest to earn the millions required into playing with the new content they would release.
Theres no need now to buy shark cards to skip the grind when you can just play for a couple of hours to do the heist and then get access to it all.
I'd say that's more a symptom of how unbalanced the game has become.
There are probably 10 to 20 vehicles and just around 10 buildings that are must owns in the game because they are so powerful. You only need to grind a few heists to get the money for them.
If they balanced the game more to make EVERY vehicle worthwhile to get from making every non weaponised car able to get armour and lock-on immunity upgrades to making the rep grind on Arena wars less torturous, you might get more sales of shark cards because you'll get some people so inpatient having fun they'll drop a few dollars to skip grinding.
Funny how people are now defending nickel and diming microtransactions as a good idea.
It isn't even justifying it, it's basic human psychology.
The more people are satisfied and happy with their surroundings, the less they worry about spending money. Just look at how everything from casinos to supermarkets are set up.
What we are witnessing is developers being so incompetent with once fun games that players feel obliged to withhold money, simple as.
