The int'l slave trade was already banned in the US at the time of the Civil War. They wouldn't have needed any additional interdiction.
Lincoln freed the motherfuckers without any plan.
Thank you for the correction. I think many people thought they would go to Africa. Lincoln had the fortune, from a historical perspective, of dying before most of the consequences of his policies came to fruition. Clearly, the plan didn't work. Who's to say if Lincoln's presence would have made any difference.
And I should clarify that in the South they were freed without provision.
