Not having heard of people is not the same as 'retardation', though it's not mutually exclusive either. Just looking up Thomas Drake, it does not seem that he says that the USG had foreknowledge of 9/11, only that it could have been prevented. So not "we knew about it and we let it happen", but what we knew all along, that there were warnings that were ignored or not taken seriously enough.
Let me repeat that I don't think they would have any moral qualms about doing it or letting it happen. I just doubt they'd do the former because of potential consequences if it got out.
