Castillo was a real tragedy with the guy trying to follow orders and be transparent and it freaked the officer out. Of course you didn't hear much about him because pretty much everyone came out saying the cop fucked up.
The officer should have ordered “keep your hands on the steering wheel”. Commands must be simple and easy to follow, particularly for impaired subjects.
They both fucked up. Castillo could have, y'know, chosen to not drive while high, and then he might have been able to follow the cop's instructions.
That said, I have much more sympathy for the cop. If someone is high and claims to be armed, then proceeds to potentially reach for said weapon while ignoring commands to not reach, I can hardly blame the cop for wanting to protect himself.
I remember that case. Tragic
