I'm not convinced that community managers are ever needed, even if you could find one that isn't a commie faggot. PR is a different story and hiring a Vivek Ramaswamy type would do wonders for a business's relationship with its actual customers.
"community managers" used to actually do shit like arrange convention booths and stuff like that.
Now nobody cares so they don't bother.
