It's his genuine opinion. It's not true because the Babylonians didn't believe in "Satan", since that character doesn't exist in their mythology. Worshipers of Abraham would have been an odd cult within Babylonian society.

There are are all sorts of things seen in the Talmud that are difficult for non followers to understand. Mainly because of translation issues.

When jews themselves take what talmud say literally, you cannot blame it on mistranslation anymore. There's a recurring themes on Talmud when you check out a few pages in talmud, perhaps the next real solution for all the ills of society should be just complete eradication of talmud.
