Russia has had their own problems with Islamic terror before. I mean this one is obviously driven by the CIA on behalf of Ukraine but it's definitely not the first time Allah has made his presence known.
While true, it's the Chechens who have a history of attacking the Russians and not ISIS. This is pretty nakedly an excuse.
More than just Chechens. Similar to the US, Russia has a problem with migrants over a huge porous border.
