How about we do what our wise countrymen in Japan did and ban all flights that aren't logistics and trade. Just seal the borders of anyone coming in.
I would say to China but we should be equal about this, everyone locked in their countries as of now. That'll stop any spread.
It was always retarded to ban flights from China but not from countries that don't ban population mouvement with China directly or by proxy too.

No you can't "put them in quarantine" locally : the local staff ends up infecting themselves and spreading it out of the facility.
Our ancestors had something that worked : keep one batch of newcomers on an island for 40 days. No outside contact. If a single extra newcomer arrives on the island, the quarantine is reset from the start.
If a single infectious disease is detected, quarantine resets after the last case recovered / died.
