Pretty sure it wasn't removed unless this is some brand new occurrence. They only removed the feature of block that prevented people from seeing your feed. https://help.twitter.com/en/using-x/blocking-and-unblocking-accounts
That’s the whole point of the block for most of the people that do block, to be fair
