An active shooter is easier to track than a serial killer because he's basically going on a spree attack, allowing people to track his movements by following the sound of gunfire, but once he gets in his car and starts driving away, it really is a crisis to try and find him.
This is why the guy in Texas who shot a gunman who had already hit two churches (and was shot trying to flee to a third target) is a hero. You have to actually close with the enemy very quickly, and very aggressively to stop something like a mass shooter.
