That is all bullshit, if Bill Gates goes to live to Somalia he will increase the average GDP and average salary of Somalia but the country will still have the same number of people in low salaries.
by "typical" i'd assume they mean "median" which in somalia would stay the exact same even if bill gates tripled the gdp.
Average is always bullshit though and rarely portrays the reality. The median seems to be 27k according to Google.
