Considering how soft CPS and the like are on single moms and even defining abuse when it comes from a Mother, that number is probably a fraction of what it should be. These are probably just the extreme cases where the kid gets starved and beaten raw by a crackhead.
Same with ones like "group home" where the horror stories that come out of those systems is infinite, and its almost certainly a case of investigating yourself and finding yourself innocent.
Also, considering the fraction of a fraction of families that qualify as "three parent" that 764 number is absurdly large.
As a foster parent I have seen the end result of that. She is also demanding all the money she can get from he government to do it. So when we get the child finally the schools have him in the very slow class, and he barely knows how to function. It takes work to teach the kid to be independent. Then we look up the mom on facebook and she has the feeling she is some kind of martyr for her child.
I know a mother of an autistic boy who does everything in her power to make sure he gets worse.
My grandmother was a special ed teacher in the poor part of town for a decade or so. By her own admission close to 2/3 of her class were just regular kids with no issues forced in there.
Their moms told them to act stupid at school to get bigger welfare checks. Because these are the types of moms whose entire income is popping out babies and milking it (guess which color they were). But my grandma would tell us stories about these kids coming in and admitting their moms beat their ass for getting too high test scores, because it would start to threaten them being "special needs" and therefore her money.
And of course, many of these kids would go on to drop out and get involved in crime. Because they really never had another option, and their minds were so stunted by being forced to act stupid that they just became actually stupid.
As bad as abuse from a father can be, and it can be brutal, most of the time I can at least see where it comes from. Almost always an explosive action, done in anger. Mother's abuse is the kind of slow drawn out action that has no understanding beyond just being evil.
