It's justifiably afraid frankly. That and the realization of how little power one can actually wield against such a juggernaut of a system as an individual. You'd essentially have to be ok with self destructing your entire life, up to and including getting whacked and posthumously defamed to all of your friends and family and for zero gain. No one with an ounce of cognition is going to take that deal. It's why the system spends so many resources trying to control the lines of communication and infiltrates any group of people who start to object to the way things are run. If people can never actually gather into a group then they can never accumulate enough power to threaten the Cathedral.
