Yup, Mearsheimer says the exact same thing - that although the US makes pro forma complaints about the matter, it really is quite happy with European states doing nothing on defense, because it makes us beholden to the empire.

Yup. Trump making NATO states pay for their own defense was the most damaging thing that had ever been done to the American control of NATO.
