Its because their launcher failed horribly. If they had taken off even slightly we'd have their entire library on PC already and they would actually work, unlike half the GTA Steam games currently available.
GTA V definitely came out on PS3/360 because I specifically remember playing it on my 360.
I'm not sure from a business perspective they need to release a new one though. I think the old one still prints money for them. Besides I think the next one is going to have a lesbian main character.
GTA V has generated over $7 billion in lifetime-to-date sales. They have no financial reasons to release a new one.
However, they have been working on GTA VI over the last decade. Some rumours swirl that a lot of it is based around some new AI tech, not unlike the massive leap they took with the AI in GTA IV via Euphoria, but those are just rumours.
Besides I think the next one is going to have a lesbian main character.
For now it looks like she's straight (but whether that changes in the main game remains to be seen). It features dual main characters, and is supposed to be like Bonnie and Clyde. But we'll see how woke the game is when it comes out.
Given that Rockstar has basically extricated all the old guard developers for being "problematic" and "rotten apples", I'm sure the new woke devs will manage to include plenty of globohomo content in there that players won't be able to avoid.
What about PC? Why would you port it to a last-gen console but not PC?

PS5 still doesn't have any games, why not stick to PS4?
I'd probably buy it if it still had multiplayer. But R* only cares about GTAO at this point.
