Looters used to get shot, and I dare anyone try and tell me organized retail theft isn't just straight up looting. This was back before the authorities went woke, of course. Still happens today in FL and TX, too, post hurricanes and what not. It rarely makes the news.
If store employees are forbidden by corporate policy to not interfere, the store essentially is unoccupied. Other shoppers could do something, of course, but like you said, they are the ones that face the implied threat of intimidation, both from the looter and the legal (not justice) system.
You would think that people would realize that the woke DA is the central weak link in all this, and do something about that, buuuut we don't tar and feather people any more, I guess.
The video even show him just showing items into a bin for "easy" transport. That goes way beyond mere theft and as you say, straight into looting territory.
If they hadn't beat his ass, I bet he would return to loot even more since there would be no consequences otherwise.

In a lot of states, you'd be fine as a shopkeeper shooting a thief.
