Reform is a word that is meaningless without contrition.

They're not sorry, they will do it again, reform is not possible. Only punishment.

Honestly even if we scatter it to the winds they still need punishment. We almost need another bureau solely tasked with investigating and prosecuting the FBI, and then for that one to disappear too.
