You don't know because these people are as incompetent at the English language as they are at their 'jobs', but what does 'non-tolerated attitude' mean?

Does it mean that these are thoughts that the regime does not tolerate, or that these people are not tolerant? If the former, they really are coming out as the fascists that they are.

It's the former but with a little twist.

The way it's stated it extends the non-tolerance to everyone, asserting that there's no one that would object to the statement.
