Not sure, as far as I know it is just speculation. I think Hammerfell fits since the BLM riots just happened and the western world went crazy for black people.

Maybe they will pull a "for modern audiences" and bretons are now of all shades of skin color. Who knows at this point.

I mean I know early on, before BLM related stuff, Hammerfell or High Rock were on the list of guesses, based on the teaser's geography and climate and because they hadn't been explored since maybe Daggerfall. Plus it was clearly not Valenwood or the Black Marshes. Or anywhere near Morrowind, etc etc.
Funny thing is, Redguards share almost nothing in common with the usual cliche trendy narratives being overemphasized in woke media. Redguards probably share more in common with someplace like ancient Carthage.
