They spent countless billions putting up residential rooftop solar. The most expensive way to do solar by five-fold in a country that gets less sun than Canada.
Gridlock is the goal, I think. California went ahead and let demand exceed the energy they are able to provide. it hasn't stopped them from demanding the transition to electric cars. If people aren't able to go anywhere independently, they probably like that.
They've also started differential utility pricing. So they can give their favorites, the ones that live off welfare, cheap/free gas and just punish the people they want to leave.
