Payment processors can also be required to cease business with any violating VPN and VPN traffic for that violating VPN will also have to blocked by ISPs, including Starlink (again, if Elon wants to make money from UK citizens, he will have to comply).
The Canadian Government will kick themselves for not taking VPN's into account into the new law. It will be a matter of when, not if.

How will Facebook and Twitter enforce it? It's too cumbersome to even begin to enforce.
By creating Canada only versions of their sites without telling anyone.
They will probably outsource the censorship to third partys, like in Germany with Arvato (a Bertelsmann company).
