Actual mug shots are banned? Or making them public is banned?

Both are fucked up, just clarifying because I hadn't heard of a total ban.

They are banned, the city isn't even allowed to take mug shots now. Not that criminals spend much time behind bars awaiting trial anyway, they're usually back on the street in an hour because they ended cash bail as well.
