The majority of people WHO VOTED actually voted in favor of Net Zero. The total turnout just wasn't high enough for the referendum to be adopted. Most people simply didn't bother to vote.
It would have been legally binding. The fun part is, nobody knows how to even achieve those goals, not even the organizers of the referendum. In typical eco-retard fashion they said "we'll figure it out later".
This is the new hotness for communism. Used to be you had to win support for your actual policies as you attempted to bring about your communist utopia. Now you can just vote on whether or not utopia is a good thing, with no regard for feasibility, and people will say yes simply to feel good. The murderous communist policy can come later.

When Germany as a whole is deindustrializing and burning coal for electricity, voting "yes" is just asking to go back to the Bronze Age.
