Germans have a great culture, and Sowell has written an essay in Black Liberals defending their culture, but they've always been way too deferential to authority. This has good aspects (lack of overt corruption), but this also means there is barely pushback against anything "authorities" do.

That is a broader problem in Europe (save France), but it's worst in Germany.
